After the thermal temperature reaches 39 ℃, the battery voltage will be limited to 4.1V,
and the whole charging process will go twice CV, resulting in excessive charging time

Add module parameter to enable panic on delta_vbat when the
paired battery delta_vbat exceeds threshold of paired battery
load off state.
The panic is enabled only for engineering devices, and disabled
by default.
