Yupik uses PM74xx, PM8350C and PMR735A. Add stub regulator
support for the same to allow the clients to vote on them.

The PDC wakeup value is written to the control TCS. This is now handled
in trusted firmware. Set Control TCS count to zero to disable writing
to control TCS.

The wakeup value will be programmed by the secure firmware. This is
noted as the new E3 state for the RSC component.
Update state id for the AOSS sleep mode to pass new state.
