Currently driver is voting for active/sleep state configuration
during BT disconnect. Since this state contains UART functionality,
GPIO pins remains high which consumes power. This change is added
to vote for the shutdown pinctrl state during BT disconnect and
configure GPIO's in gpio functionality. This is a requirement
from BT SOC team.

Uapi changes added:
1. L2TP over UDP requires new commands to be send to uC
to use the new header length for additition and deletion.
2. Definitions related to H/W fnr status
3. Add the QMI support to change the modem
Bandwidth voting throughput on APQ side to change the
IPA clk scaling.
4. Added new field to the QMI force clear request message
data structure, To accommodate up to 128 possible endpoints.
If this new field is used on newer architectures,
the old field shall be ignored.

Slimbus core interrupt is getting fired during a ADSP power up(Sub-sys up)
orafter a adsp shutdown(Sub-sys Down). At this point adsp slimbus hardware
is not ON(clocks are off) which is leading to a unclocked access when
HLOS slimbus tried to read the interrupt status register in isr.
Fix is to disable core irq as a part of SSR down notification and enable
it as a part of SSR UP notification in ngd_slim_enable API. And also add a
defensive check in ISR to not access registers if slimbus is
runtime suspended.

Currently, haptics_fifo_empty_irq_config() uses a mutex lock and it's
called from playback() of input framework which is from an atomic
context. Fix this by moving it out of haptics_playback() and call it
from haptics_set_fifo() which gets eventually called in upload().
With this change, the irq_lock mutex is no longer needed because all
the calling paths of haptics_fifo_empty_irq_config() have been protected
by the mutex lock defined in haptics_play_info structure, hence remove
it.
