This change is to stop uplink MHIP IPA tethering channels if
there is no active tethering use case.

The recent change in commit 0b74c9aa7ead ("usb: dwc3: ep0: Fail
enqueue() when racing with vbus_sess disconnect") added a check
to prevent queuing on ep0 if vbus_active is unset. However on
some configurations if dwc3 is configured as peripheral-only, this
flag is not set. In those cases, simply set vbus_active to true.

IPA uC now supports generic header processing context that
accepts source and target headers negative offset as parameters.
This change adds HAL and API support for this new feature.

32 bit variable is used for storing number of bytes copied to DSP,
which can overflow when playback duration goes beyond 24 hours.
Change data type for this variable to uint64_t to prevent overflow
and related playback anomaly.

clk-rcg2 clk_ops. This ensures that supply regulator requirements are
managed properly at runtime.

This change starts using dwc3-msm.h header as all QTI PHY specific
changes are being moved from usb.h to dwc3-msm.h header. It also
removes below mentioned functionality:
- Performing USB only reset in USB + DP mode as hc died and restart
USB session functionality is now removed with dwc3 controller driver.

Add support to manage voltage supply regulators via the
vdd-class voting interface. Provide functions that can be
