so add psci_cpu_can_disable() function to make all cpus can
disable.

During server arrive icnss driver exchanges qmi
messages with wlan fw. When any qmi message failure is
happening, icnss driver is releasing qmi handle and
registering it. This qmi un-registration is leading to
a server exit event get scheduled. Ideally, when
fw goes down, server exit should come from qmi side.
So, with this change avoid calling qmi handle release
if any qmi message send fail happens.

Currently for SSC QUP, we are not supporting the DMA mode
on SA8155 and SA8195 platform. so for some non-gsi transfer
if the mode of SE is DMA then it will switch to the FIFO
mode and complete the transfer.

Consider a scenario when device is in OOM situation. Assume a process is
doing sysfs operation, grabs kernfs_mutex and wants to allocate memory.
LMKD tries to kill processes but kgsl processes will be blocked waiting
for kernfs_mutex in sysfs_remove_file.
kgsl_process_private_close > kgsl_process_uninit_sysfs > sysfs_remove_file
KGSL won't free up memory as it is done after sysfs removal leading to a
livelock. Fix it by releasing memory before removing sysfs entries.

If higher 4 bits of chip ID (device major version) is 1, read board
data file name as bdwlang.e<board ID>. The assumption is board ID
will be always less than 0xFF. If board ID (0xFF) is invalid in OTP
then read it as bdwlang.elf for such case. Also only use lower 4 bits
of device major version as the version number to load firmware file
because of above new requirement.

Before the advent of cache coherent buffers, cmd_id 0 was
used for invoke functionality that required CMO operations.
On later targets which support cache coherent buffer, a new
cmd_id 0x2 was used that eliminated the need for CMO operations.
However, some targets such as MDM still dont support cache
coherent buffers. So we still have to use older command i.e.
cmd_id 0. This decision is taken by reading the property from
dtsi entry and accordingly call the legcay api inside scm driver.
