Add socinfo driver to expose various SoC information to the clients.
This information is useful to various clients in kernel and userspace
to know about the SoC information.

Add APIs to get physical and mapped DMA addresses of
secondary event ring, transfer ring and device context
base addresses which are required to pass to remote entity.
The remote entity uses these addresses to in order to
program the xHC from its context.
This commit also squashes in the following change:
usb: Add support to handle USB SMMU S1 address

Implement APIs to dynamically allocate and free secondary
event rings based upon interrupter number. Export these
APIs directly from XHCI which allows secondary event ring
management via remote processor entity.
This commit also squashes in the following changes:
usb: xhci: Clear event handler busy flag upon event ring cleanup
usb: xhci: Acknowledge pending events in secondary event ring

UCSI Glink driver handles the communication between OPM on the
Application processor and PPM which is charger firmware running
on the remote subsystem (e.g. DSP) over PMIC Glink.
Since this requires CONFIG_TYPEC and CONFIG_TYPEC_UCSI options
to be enabled, add them as well.

If this runqueue have iowait task and still force newly
idle load balance, will make iowait task performance
worse. Need to do the average idle time check if
there is iowait task on this runqueue to have upcoming
iowait task have enough cpu resource.

We often see traces that gold cpus goes to idle even when silver
has big tasks. This is because avg_idle checks does not allow
the gold cpus to enter idle balance. This is NOT okay when
silver CPUs have big tasks.
