Ironmn cold-boot with charger or usb connected tocharge port is
identifying ps_prop_usb_type brickid, apple charger. fet_control
was not handling this charger type. Why the incorrect detection
is happening needs to be investigated, but battfet control will
now handle all usb_type cases.

As some discrete charging ic can't suspend usb, so need to disable
charging when capacity > upper_limit. I think it don't effect any scene
in pmic charging solution product.

rt9246a fcc value is part of its algorithm,
fcc value will change according to the condition that the battery is 100%,
https://gerrit.mot.com/#/c/2121340/, the fcc value from 4895 change to 4654.
that isn't our expect. the fcc_design should be a const value
so we add another dts to config it.

QC holi project can't permit do i2c test when phone into suspend or resuming.
The failure of I2C operation jointly produces many unexpected behaviors,
including but not limited to the negative power number and serious power jump.
when calling to the fg_update_work_func(),
avoid the system into the suspend.

Some units may panic on charger cable insertion at powerup. Seems
to be a race condition either registering the ps notifier, so remove
the call. This will reduce the reaction time to check for overcurr
condition at time of charger application.

In COM kernel panic. Kthread max runtime is 0.95s, but we use
mdelay 1.5S, it will kernel panic. So change mdelay to msleep.
