update qusb_phy parameter bias_control_2 value
from value 0x22 to 0x1c to increase the DC lever.
usb eye diagram test can pass.

Disable cabc only when adjust to low brightnss. Don't disable cabc when
screen off/on. From suspend to resume, cabc enable and dimming for PWM
from panel will cause backlight flicker.

under the normal mode,The current output from the PMIC not multiplied by
the duty cycle of PWM from panel. For denver the the duty cycle of PWM is
69%. so the max backlight is 25mA*69%.
But When enable "low-bl-disable-cabc" function, we will disable CABC under
when under the low bl. The current output from the PMIC is not multiplied by
the duty cycle of PWM from panel. So we must set the brightness to brightness*69%.

If dimming is long, when cabc enable, the pwm output of panel is
small, then user senses the brightness changes before and after cabc
