Add DT nodes to enable power delivery feature on Holi.
This also enables the dynamic detection of cable connect
and disconnect and also enables to switch between host mode
and device mode by passing the pdphy node as extcon node
to USB node.
While at it add eud node as extcon as well to support spoof
disconnect feature as well.

Add a proxy client driver which can be used to cast a proxy
bandwidth vote during boot up for a critical resource which
is removed at the end of boot. This is required to ensure
that a certain minimum state for a critical resource at the
beginning of boot up before the clients have probed and voted
for required state.
